Support to pan the Maps on mouse wheel function using horizontally (left or right) wheel scrolling

In recent mouse support tilting scroll wheel that allows you to scroll maps or screen both horizontally (left/right) and vertically (up/down). 

If the IsHorizontalMouseWheel value as True in pointer wheel event, the map shouldn’t zoom the view and it should be pan the maps view side by side (left and right).
