[Bug] Localization Resource file doesn't work if multiple resources are specified using ResourceManager

Hi Syncfusion team,

     I did localization for SfScheduler and SfPopup as instructed in the documentation. It works if just one resource is specified with ResourceManager. If both are set, the UI strings will not be mapped to other languages anymore.
