Multiple MapTileLayer support in .NET MAUI SfMaps control

Need to provide multiple MapTileLayer support for Layers in the .NET MAUI SfMaps control.

This support will enhance real-time mapping scenarios such as:

  • Displaying satellite imagery with transparent road overlays.
  • Combining base maps with dynamic weather or traffic layers.
  • Integrating multiple data sources (e.g., Azure Maps hybrid styles).

Key capabilities needed:

  • Ability to control layer stacking order (z-index).
  • Dynamic toggling of individual layers (e.g., via UI or code).
  • Full compatibility with transparent overlays, including proper blending and interaction
