Provide option to handle primary state in the Speed Dial component

Currently, the Speeddial component doesn't have an option to configure the primary button for it. Need to provide an option for it


Current behavior:

The primary button is enabled by default with the SpeedDial component rendering.

Need to provide the option to enable/disable the primary button in the SpeedDial component.
