Expose bindable properties to perform scrolling operations

Should expose bindable properties to perform scrolling operation in the application level.

For example: If we bind the properties of a scrolling operation with Slider it should navigate to the appropriate location as similar to scrolling operation done using scroll head

Example of required properties:
• MinimumOffset
• MaximumOffset
• VerticalScrollOffset

These properties should be updated based on the zoom factor of the PDF Viewer
