Task Relationship dialog opening event support for UWP Gantt

Task Relationship opening event support for UWP Gantt. 

The event that the relationship was double-clicked on would be great and we could handle that event and create our own popup with whatever information we would need and handle that ourselves, update the collection, refresh the view, etc.
