Offer a SaveAs and Directory Browser, dialog for Xamarin.

It would be nice to have SaveAs dialog that displays the native Save dialog on all platforms.

This could be used internally by several Syncfusion controls that offer save option, such as PDF viewer and Chart.

(the application manifest will require changes to declare that the file system will be accessed)
