Ability to Specify Axis Actual Range from ActualRangeChanged Event in .NET MAUI Charts

By default, the chart axis calculates the intervals and visible range based on the available size and the data points specified in the series. 

The ability to modify the actual range from the actual range changed event helps to customize the range in dynamic cases.
