Implement the ItemChanged and ItemPopulated properties in SfChipGroup

Implement any of these properties of ItemChanged, CountChanged, and ItemPopulated in SfChipGroup

[.NET MAUI]. Add any of the above properties to the SfChipGroup to trigger when the items were changed and it should have the changed item as well as the e.Count
