Stylus support for ink annotation while panning with fingers

Similar to Xamarin.Forms for iOS, and taking into advantage the browser's tap events that I believe are different for stylus or finger input, it would be extremely useful to be able to annotate a PDF using only a stylus (Apple Pencil, Samsung S-Pen, Microsoft Surface Pen etc) while panning/scrolling the PDF with fingers.
