Unlocked cells gets locked while moving range from protected worksheet to another worksheet

The unlocked cell in a protected sheet is locked when cut/paste its value to another sheet. 


XlsIO Behaviour:

Cut/Paste unlocked cells are not editable.


MS Excel Behaviour:

Cut/Paste unlocked cells are editable.
