Option to configure UMS URL in Dashboard Server

When the Dashboard Server configured with UMS, it will store the UMS URL in the Server configuration file for Authentication and Authorization purpose. But if the user wants to change this UMS URL later, then we need to update the value in config file manually. 

We need to provide an option in the Dashboard Server admin section to update the UMS URL.
