Time Picking Interface Is Very Cumbersome

The time picker renders as a basic drop down,

I'm requesting a mode that will render with a popup with an Hour selector then a Minute Selector much like this:

IF you need every minute the dropdown is ridicoulous.  I know you can type it in but that isn't ideal either.
