Restrict segment dragging when there is no ortho segment thumb

When we set the maxSegmentThumb as 1 and try to drag the segment when there is no ortho segment thumb, a new segment gets created. The maxSegmentThumb configuration should be respected and the number of created segments should be limited by its value.
