Provide support for zoom events in the "ZoomByPosition" method of Maps

The "OnZoomComplete" event provides the minimum and maximum latitude and longitude. But, it is not supported in "ZoomByPosition" method. We can call the "GetMinMaxLatitudeLongitude" method after the "ZoomByPosition" but it won't work as the zoom-in may take some time. So, we need to support the event in the "ZoomByPosition" method.
