Keep PDF changes when changing theme at runtime

I need to be able to preserve the PDF Viewer state (scroll position and changes such as annotations) when the user changes theme at runtime (currently Windows11Light and Windows11Dark). I realize the template is re-applied and a lot of things happen, but this should be possible to achieve since the theming doesn't affect the document itself but only affects toolbar and side panels.
