Enable independent control of Row and Timeline Virtualization in Gantt Chart

Currently, the Gantt Chart component exposes two parameters - EnableVirtualization and EnableColumnVirtualization - to control virtualization. However, there is no option to enable or disable Timeline Virtualization independently of Row Virtualization. This feature task aims to add a new parameter, EnableTimelineVirtualization, which will allow users to control Timeline Virtualization independently of Row Virtualization.
