Tables with Borders in Excel cannot change border style

Hi,

When I copy a table in excel into a Rich Text Editor that has a border drawn in from the source, the component maintains the border on paste, but when I go to try and change the border type of the pasted table to Dashed Borders, nothing happens. This behavior does not occur when I copy and paste a table from Excel that does not have any borders drawn in, I can change the border style without issue like that. I am using the PasteCleanup module with the Rich Text Editor with the KeepSettings option set to true. Attached is an excel file with a table with borders drawn and a table without any borders that I used to reproduce this issue.
