Provide support to lock aspect ratio for changing image size using dimension quick toolbar popup in RTE

Feature Description:


Need to provide support to give exact aspect ratio proportion for selecting image size by using a checkbox in the dimension quick toolbar popup of Rich Text Editor. We already had this support in EJ1 RTE, please find the documentation for reference,
