Support for ScrollTo specific time in DatePickerTimePicker

In DateTimePicker component unable to set the min and max time range. Now, provide the workaround option by using "open" event to disable the out of range time values.

But, need to provide the support for customize the min and max time ranges in DateTimePicker component.
