Creating a Rich Text Editor Element as Read-Only Disables Scrollbars

When creating a RichTextEditor React element with the ability to edit the contents turned off, the scrollbars also become disabled, resulting in the inability to read the full contents of the element.  To reproduce this, the text must have lines of text greater than the threshold to create the scrollbars.
