Support to maintain the range when the start or end value cross the minimum or maximum range

When the sweep angle is set to 360, the SfCircularGauge control will not maintain the range when the start or end value cross the minimum or maximum range. So we need to provide support to maintain the range when start or end value cross the minimum or maximum range.
