ParentBarItem is not arranged properly in right-to-left (RTL) mode

When we try to display the menu or toolbar control from right-to-left direction, rendering is not applied properly for parent bar item, especially when it is used inside the XPToolbar. The parent bar item is displayed from left-to-right instead of right-to-left, changing the flow direction of control.
