Tab to select active item of the list

In multiselect lots of our users expect to have the last active item selected when they tab out. 

Item will be selected only if enter is pressed or item is directly clicked. 

Expected behaviour Empty

User tabs into the multiselect and when they only have on item to select they will navigate to the item by keyboard then tab to next input expecting to have the item that is navigated to be selected. but tab only closes the multiselect so they shift+tab back to the multiselect to navigate again.
