Regression: When visibility is initially set to Collapsed, SelectedItem is not set

There appears to have been a regression regarding the deployed fix for an issue I previously reported. 

At the minimum, the problem is still present when a parent element has Visibility set to Collapsed, although the original bug was filed for just the SfSegmentedControl itself - and that too seems to be broken again.

This also applies to the SetItemEnabled function.

When visibility is initially set to Collapsed, SelectedItem is not set
