Only clip the portion of the annotation that extends beyond the plot area

Current Behavior – When a single pixel of the annotation exceeds the plot area, the annotation is hidden.

Proposed Behavior:

  1. We should clip the excessive portions of the annotations that are going out of the plot area instead of hiding the whole widget.
  2. Expose an option to handle the clipping behavior for the following cases such as clip, not-clip or hide.
