While using UseNativeChrome, need to standarized the drag and drop behaviour of chromeless Window

While using UseNativeChrome, need to standardize Window dragging behavior either by restricting interaction in LeftHeaderItems and RightHeaderItems or allowing window dragging only in between areas.
