Provide support for vertical orientation header in SfTabView

SFTabView supports two placements of the tab bar: top and bottom. 

Adding support for vertical arrangements of the tab bar on the left or right sides of the screen to support landscape views would make the control a lot more attractive on pages where a landscape orientation needed.

Vertical tabs would require support for up/down scrolling, as well as a customizable width property to match the existing height property for horizontal tabs. Vertical tabs may struggle to fit tab text and might benefit from auto-width scaling to accommodate the content.
