Plot band renders outside of the axis bounds

The plot band gets rendered outside of the axis bounds when the start and end value of the plot band is below the axis min value.


For example, axis min is 45. The plot band start value is 40 and the end value is 44, it gets rendered below the axis in the view port. But it should not render. Should add condition to skip rendering plot band when its value is less than the min value or greater than the max value.
