Horizontal scrollbar cuts off last line of text

This is likely the same issue as 21474, but I'm seeing it in WPF with the horizontal scrollbar.

When there is a horizontal scrollbar at the bottom of the rich text editor, the last line of text is cut off. 


Maybe relevant -- my layout is set to continuous.
