Pin the panel or stop auto-arrange the panels while dragging a panel

While dragging a panel, auto arrangements happen immediately within a panel. But the functionality seems disturbing to few users. So, provide options to control this functionality

  1. Provide option to pin a panel [OR]
  2. Provide option to stop the auto-arrange panels until panel will be dropped.
