Image Drag/Drop or Copied from website don't work as expected

I'm not sure if this is a bug or enhancement request.

When dragging and dropping an image from a web browser -- the URL is copied over instead of the actual image -- this is not how most rich text editors work, and I don't think this is the desired behavior.

Additionally, when copying an image from a browser -- it is always encoded right into the document, rather than remaining a reference to the external site image.
