Need to resolve ValueChange event is fired when focus in and out the component

After changing the value by a button click or 
programmatically, when we just focus in and focus out, the value change event is fired.


Replication procedure: 

  1. Run the sample.
  2. Change the date value with a button click.          
  3. Now focus in and focus out.
  4. The value change event is fired.

Expected : The value change event is not fired

while focus in and focus out

Output : The value change event is fired while focus in and focus out.
