Target property of the Toast component does not support the html element

Current Behavior: The Toast component target property does not allow html elements.

Actual Behavior: Need to allow html elements on the target property.

Replication Procedure:

  1. Open above sample.
  2. Now, set target using document.getElementById
  3. But, Toast created inside body element.
