Programmatic support for manipulating annotations based on the changes in loadedDocument property of PDFViewer

In Pdfviewer we do not have API to add an annotation programmatically. To achieve this, we need to add an annotation in loadedDocument property in PdfViewer and reload the PdfLoadedDocument in Pdfviewer. To refresh the pdf in Pdf Viewer. To overcome this, we need support to update annotation instead of reloading documents every time when we update annotation programmatically in loadedDocument property in PdfViewer.
