Issue with ShiftTab key in Keyboard navigation

When we tab out of the bottom right cell in the grid correctly moves focus to the the ONFOCUSED button. However, when I press SHIF + TAB from that button, the focus goes nowhere until I press SHIFT + TAB again, at which point the focus moves to the last cell in the fourth row rather last row.
