Need to provide support for restricting holidays for particular tasks

1.Need to restrict holiday collection in project view.
2.Need to restrict or allow holiday collection on an individual task by task basis and then have that information propagate up to the project for duration days to be accurate
3.The taskbar or task could have a flag on it which allows or disallows it to perform holiday collection
4.If the restrict holiday flag is set, this task will omit all holidays for our purpose, there will be no edge cases and it would be on a task-by-task basis
5.Another option would be to have a holiday directive which can be ignored for holiday collection however still be visible on the calendar.
