diagram is scrolled when moving symbol programmatically

Steps to reproduce: 

Open minimal example at 
https://stackblitz.com/edit/angular-ny2zkc-g36rbm.

Expected behaviour:

The area of the diagram shown does not change (regardless of the position of the symbol). 

Actual behaviour: 

The diagram is scrolled when the symbol crosses the left or upper border. This issue arises no matter what scroll settings (canAutoScroll, scrollableArea, ...) or constraints (e.g. DiagramConstraints.Pan) are set.
