Expose property to skip saving the ink annotation with calculated ink points using Base library

The base team has already exposed an EnableControlPoints flag internally property and used the same in our source. When disabling the EnableControlPoints flag the base library does not calculate and modify the control points and bounds values. We update the provided values directly without any modification to the annotation dictionary properties. So we need to expose the same on our client-side to resolve the ink annotation get cut issue.
