Improve the scroll fling sensitivity of SfPdfViewer

Need to improve the scroll fling sensitivity of SfPdfViewer. As we have used InteractiveViewer logics, panning is been performed while scrolling which has a lesser fling rate compared with scrollview. Need to improve the fling rate or customize the widget by providing property to control it.
