Option to restrict editing in Word document

Need to provide Restrict Editing support in the SfRichTextBoxAdv control

Key aspects of the feature:

1. Restrict editing of SfRichTextBoxAdv using UI options and also backend.

2. Allows users to edit specific areas alone and restrict editing for certain areas

This feature covers the implementation in WPF platform also.
