Toolbar on all text editors update when just one enters HTML view mode

I have a page with 4 RTE on them and when I click one of them to switch to HTML mode the toolbar button on all of them switches (but the control itself does not change modes). Please note that this seems to only occur when the RTE content is empty. If there is anything in the editor then it works as expected.
