Missing inline add row with virtualization enabled

With 19.3.0.43 on .net 6.0, not getting the blank row when I hit add in inline-edit mode with virtualization enabled.  Turning it off results in the blank line showing up.  Even when it did not show up, I got the call in adaptor to insert record, but it was, of course, with all blank data.
