Dashboard Layout: weird behavior when moving panels

  • When trying to move the panel down, it doesn't allow to swap the current panel with the panels below.
  • Moving the panel down causes a panel to jump up. Because of that, it swaps its position with panels above (expected to swap positions with panels below because we're moving panel down)
  • Movings panels (in any direction) cause the panel to be placed at the top of the dashboard layout

All problems described above are shown in the attached videos. 
Happens very often. Can be reproduced by just moving panels (of different size) back and forth.
