Serialize/Deserialize support for WPF ImagEditor

Add the backed up annotations after a new image is loaded via code.


Serialize the 
original image and the positions and relative sizes of all added elements, 
and load it (deserialize) with exact values programmatically. 


If the TextAnnotations collection is made Public (ReadOnly) instead of Private right now,

It would be a good idea to expose the TextAnnotations collection, so it would be easy to keep track of what annotations the users have added.
