Resend the request for all the failure requests based on the retryCount value

As per the current implementation, we resend the request only with a "500 internal server error" or when the stored document data is not available in the cache. So, for the “parameter is not valid” response the request will not be resent. We need to resend for all the failed requests based on the retryCount values.
