Support to set relative or absolute size of individual child when DockFill is set to true

Current behavior:

When DockFill is set to true, the available size will be distributed with equal proportion to each child. That is if 

  1. DockingManager's width is 500 
  2. Children's widths are 100,200,100 
  3. The remaining 100 pixels are to be filled. Final size will be 125, 250, 125 (ratio 1:2:1). 

Expected improvement:

Support is required in such a way that size of a child is assigned based on relative and absolute value. A child with absolute size will not change, but a child with related size will increase/decrease its size based on the available size of DockingManager's.
