Provide support for hour and minutes basis recurrence rule in ASP.NET MVC Scheduler

Currently, the Scheduler supports the recurrence rule in a Daily, weekly, monthly, and yearly basis. We couldn't customize the recurrence rule on an hourly and minute basis. Provide support for this requirement "User can create recurrence appointments in regular hour interval and minute interval"

For example, users can create an event that repeats every 30 hours or 30 minutes.

RecurrenceRule = "FREQ=YEARLY;INTERVAL=2;BYMONTH=8;BYDAY=SU;BYHOUR=8,9;BYMINUTE=30",
