Provide an option to browse the file and insert a link for the selected file in the Rich Text Editor

Currently, Rich Text Editor has the option to browse the image and insert it to the editor area, same as the need to provide the option to browse the files (other than image file type) and insert as a link to the editor area using the file browser plugin.
