DOCX to HTML - numbered lists are continuously numbered

When saving a DOCX to HTML that includes a set of numbered lists (under different headings) using 

        workingDoc.Save(fullContentHTML, FormatType.Html);

The resulting numbering in HTML is continuous and does not reset between lists/headings.

Convert to PDF works correctly. The expected numbering should be the same as in Word or PDF.
